Gujarat was named India’s best state in terms of export readiness for the second straight year, according to an index released by NITI Aayog on Friday.

Maharashtra, Karnataka and Tamil Nadu ranked second, third and fourth in the index as coastal states with higher industrial activity and access to seaports account for a majority of India’s exports.

The 2021 Export Readiness Index is based on states’ ratings on four key parameters related to export promotion and facilitation, including political support, business and export ecosystem, and actual performance on outbound shipments

The Index identifies three major challenges to India’s export promotion efforts. “These are intra- and inter-regional differences in export infrastructure; weak trade support and growth orientation in all states; and lack of R&D infrastructure to promote complex and unique exports,” the NITI Aayog said in a statement after the index was released by its vice-chairman Rajiv Kumar.

Trade Minister BVR Subrahmanyam stressed the need to continuously work to “strengthen our manufacturing and infrastructure ecosystems at the state/UT level to ensure robust export growth in the future”.

Haryana, Uttar Pradesh and Madhya Pradesh ranked fifth, sixth and seventh in the overall index but are the top three in export propensity among landlocked countries.

Uttarakhand, Himachal Pradesh and Tripura were ranked as the top three Himalayan countries in terms of export readiness, while Delhi, Goa and Jammu & Kashmir were ranked as the top performers in descending order in the Union Territories and City States category as from which the index emerges. The index was created by the NITI Aayog in collaboration with the Institute of Competitiveness.
